Jim Billington

On June 11, 2025, Jim and his wife Courtney welcomed their third daughter, Elizabeth Rosie, after a healthy pregnancy nearly to term. Two days earlier, they learned that Elizabeth’s heart had stopped beating. Elizabeth was born still, deeply loved, and will always live in the hearts of her family.

Empty Arms supported Jim and his family during some of their most difficult moments, providing care and compassion when it was needed most. Jim joined the Empty Arms Board of Directors in March 2026 and is honoured to remember Elizabeth by supporting the important work of Empty Arms, helping ensure that no family has to navigate pregnancy or infant loss alone.

Professionally, Jim is the Vice President of Community Engagement and Communications for the Saskatchewan Health Authority (SHA), where he leads internal and external communications, community engagement, and partnerships with hospital and health foundations across the province. Prior to joining the SHA, Jim worked on the Western Canadian leadership team of a national public affairs firm in Calgary and held senior leadership roles in government in both Saskatchewan and Alberta, including serving as Deputy Chief of Staff and Executive Director of Communications for Executive Council with the Government of Saskatchewan.

Jim lives in Saskatoon with his wife Courtney, their two daughters, and their two Labradoodles.
